Mozambique - Obtain Police Clearance Certificate (Criminal Record Certificate, Certificado do Registo Criminal)

Procedure

Applying process in Mozambique for citizen and non-citizen.

  1. Apply in-person
  1. Applicant shall apply in-person at “Criminal Records Headquarters” OR Civil Records Office located in most provincial cities.
  2. Address:
    Criminal Records Headquarters,
    Cnr Rua Dos Flores and Avenida 24 de Julho,
    Maputo.
  3. Applicant shall go to the respective office. Don’t forget to take the required copy of documents along with originals to the office.
  4. Please follow as per authorities guidelines and submit the completed application along with documents. Applicant should pay for any charges, if required as advised.
  5. This application will be processed by respective department.
  6. The certificate can be collected from the office where applicant applied in person upon notification or issued as per norms.

Applying process - overseas for citizen and non-citizen.

  1. Apply through representative
  1. Applicant shall apply through a representative who lives in Mozambique to apply on their behalf at the “Criminal Records Headquarters” OR Civil Records Office located in most provincial cities.
  2. The mandated person should be entrusted with the written authorization certified by two witnesses to apply for it.
  3. Address:
    Criminal Records Headquarters,
    Cnr Rua Dos Flores and Avenida 24 de Julho,
    Maputo.
  4. Representative should go to the respective office. Don’t forget to take the required copy of documents along with originals to the office.
  5. Please follow as per authorities’ guidelines and submit the completed application along with documents. #Representative should pay for any charges, if required as advised.
  6. This application will be processed by respective department.
  7. The certificate can be collected from the office where applicant applied in-person upon notification or issued as per norms.

Note: Representative should carry the following while applying.

  • written authorization
  • ID card or passport.

  • Valid identity document (identity card, passport, driving license).
  • Valid passport.
  • Citizen proof/Document of National Identity (DNI).

Foreign national

  • A copy of your passport while living in Mozambique.
  • A copy of your permit of stay in Mozambique, passport number and place of issue as well.
  • Proofs of legal stay (copy of passport held during the said period with respective stamp and seal).

Eligibility

  • Applicant with valid passport and a valid address proof.
  • Age: 16 years and above. In case of minors, the application must be submitted by the parent exercising parental authority, if the minor has not turned 16 years.
  • The current address of the applicant must be same as in the passport and other supporting documents.
  • Applicants who are in need of residential status, employment or long-term visa or for immigration to a foreign nation.

Instructions

Police clearance (Good Conduct) Certificate is an important document which serves as a proof that the person has no criminal record or previously involved in criminal, breach of trust cases or violation of law both in his home country and during his residence in Mozambique. Both locals and expats are supposed to obtain this certificate.

Conditions and Instructions:

  • All compulsory fields should be filled in.
  • Make sure all entered information is correct.
  • Make sure all required documents are provided.Local Requests
  • Citizens or residents of Mozambique must apply for the Repartio do Registro Criminal at the headquarters office of Criminal Records (Registro Criminal) in Maputo (corner of Rua dos Flores and Avenida 24 de Julho), or at the Civil Records (Registro Civil) office located in most provincial capitals.
  • Forms are available at these locations upon payment of the appropriate fees, and fingerprints will be taken at the time the request is submitted.

Non-Resident Requests

  • You may designate a local resident to submit the request at Criminal Records Headquarters in Maputo. Proxy forms and applications are available at the same office.
  • No fingerprints are required in the case of overseas residents.
  • The designation must bear the signature of two witnesses, and the proxy representative is empowered to collect the certificate from Criminal Records once available.

Need for the Document

A Certificate of Criminal Record (Certificado do Registo Criminal) is a copy of your criminal record or a declaration of the absence of any criminal record. Police clearance certificates are different in each country and territory and may be called police certificates, good conduct certificates, judicial record extracts, pcc, etc. They are issued by police authorities or government departments and used by Citizenship and Immigration to prevent individuals who possess a risk to Country's security from entering the country.

A police certificate is an official document issued by police or government agency of a country to enumerate any criminal records that the applicant may or may not have. Criminal records may include arrest, conviction, and possibly criminal proceedings.

Residents: Apply in person to the address above, or to the Civil Records Office located in most provincial cities.

Provide: Full name (including former name(s) if applicable), date and place of birth, passport number, period of residence in Mozambique and three photographs.

Fingerprints will be taken when you submit your request.

Non-residents: You may designate a local resident to submit your request at Criminal Records headquarters in Maputo.

Other uses of the Document/Certificate

In many immigration cases you may be requested by relevant Government to present Police Clearance Certificate from another country where you have resided for some time. If you are going through immigration process, you will definitely be asked for such a certificate.

Everyone who wants to a visa must be of good character and will be assessed against the character requirements. As part of your visa application, you might be required to provide a police clearance certificate or other evidence to satisfy the character requirements.

The applicant must provide a full set of his/her fingerprints, preferably taken at their nearest police station. The applicants full name, surname, date of birth, place of birth and identity number must also be recorded on the fingerprint form. A copy of the applicant’s identity document or passport must accompany the application. The applicant must present their identity document at the police station, as proof of identity will be required.
